I am looking for feedback about our rules, enforcement of the rules and referee knowledge of the rules suggestions. Post here and let me know if you think we should change or add to the rules. Also let me know if you think there is a particular rule(s) the referees are not consistent with. The sooner the better for the feedback so we have time to discuss and make changes before the fall season starts.

Pass interference call? Spot foul or 7.5 yards? This seems to get mixed up by the refs. What makes it a spot foul what makes it 7.5 yards?

Defensive Pass interference is a spot foul. Offensive Pass interference is 5 yards from original line of scrimmage. Defensive Holding/Illegal Bump or Contact down field (basically pass interference but before the ball is thrown) is 2 1/2 yard and automatic first down. Let me know if that clarified your question. I will make sure the referees understand that as well.

is "Face Guarding" pass interference ie if the defender doesn't turn around to make a play on the ball, but puts his hands up.

Face guarding is only a penalty if there is contact with the offensive player made by the defender (according to NFL / NCAA rules), but in our rulebook, face guarding is a penalty, you must try to look back at the ball if you are going to try to block the recievers view.

That is correct. To further explain here is the rule from page 11 of the 8 Man Rulebook:
"A defender must look for the ball if defending the receiver. Defender may not run with the receiver and hold his/her hands up without making an attempt to play/look for the ball before it arrives to the receiver. This will be penalized as Face Guarding, same as Pass Interference."
If a defender puts his hand(s) up at just before the ball gets there, even if they did not look back that shall not be penalized as a face guard. Let me know if it is still unclear.

Also make sure that the refs and everyone know about the Overtime rules. Especially that there is to be a coin toss between each of the overtimes.

How about a clarification from the Ref on what they look for prior to the game? They already call out the captains for the coin toss wouldnt it be nice if the Ref also said 'hey this is what I look for when I call a penalty so dont do it'. I think it would drop alot of the bickering and arguements that ensue when you have already been warned on what the Ref doesnt like.
I also think it may give the Refs a more willingness to call said penalties too when both teams have been warned BEFORE the game begins.

I think that is a great suggestion. I have forwarded that to the referees on a weekly email I send them with schedules and discussing matters in the league. It may take a couple games for referees to determine what items they would like to go over during the coin toss, so if any teams would like clarifications before the game starts feel free to ask at the toss.

Is there a flag rule? You have to wear two on the side one on the back. You can't have one in the front correct?

That will be in the rule book(s) for the Spring 11 season. It is currently not in rulebooks but the referees should be enforcing it. The flags need to be one flag on each hip and one in the back. A couple of the bigger guys have modified belts which have four flags. The same requirement applies and does not matter where the fourth flag is.

-Atleast one ref has a Rules Book on them at the game they can refer to. Maybe a laminated card that they can write on to keep better track of timeouts used, scores, what down it is etc... anything to help the keep the flow of the game going. -Get pylons for the front of endzones -Schedule games 3 weeks at a time

I would like to bring up clock management by the refs. I have noticed that some refs clocks don't stop at all for the entire game. Until maybe the last 5 minutes when timeouts are used.
Next season if this continues I will bring my own stop watch and run the time on a game that ref/refs is reffing.

Referees have a score sheet which has a spot for them to keep track of timeouts. I understand some of the referees still don't keep track very well. That will be something I discuss with the referees before next season. About the schedule, see my post under the schedule thread (just posted). I will look into getting some pylons (good suggestion). Also, I am going to put together a quick reference to the rulebook that will be kept in the equipment bags. Thank you for all of the good feedback.

I am not sure of your exact complaint. The game clock is two 20 minute halves. The first 18 minutes of each half is a running clock, only stopping for timeouts. In the last two minutes of each half the clock stops on out of bounds, incomplete passes, scores, change of possession and timeouts. Please let me know if any referees are not running the clock as I just explained. Thank you for bringing up your concern.

I have had a half last 15 minutes real time. That's my complaint. Started at 9:05 half time at 9:20. Also how long is the play clock? It seems to me that refs don't pay attention to this as well anymore.

We have also had halves last around 15 minutes real time. Not every time, just a couple times.

I will make sure all of the referees keep the halves at 20 minutes each. Also, the play clock should not be an issue next season. We will have a referee kit assigned to each field next season as well, which will have enough clocks for one referee to run a play clock and the other to run the game clock. If you notice the clocks not being ran accurately in the Spring season let me know ASAP, so I can immediately remedy the problem.
